Heart doctors await the signing of ‘Samboy Lim’ Bill before PNoy term ends

Two years ago Samboy Lim, PBA legend who earned the moniker “Skywalker,” suffered cardiac arrest during an exhibition game at the Ynares Sports Arena in Pasig. Apparently, no one among his 20 or more colleagues present there knew how to perform the CPR, thus his brain was deprived of oxygen for at least 23 minutes and incurred irreversible damage.

Known for his high-flying, death-defying moves on the court, Lim suffered numerous injuries during his playing years, but even after retirement, he still has managed to keep himself fit by lifting weights, playing basketball, jogging until his fateful cardiac arrest.

Had CPR been administered during the three-minute window, doctors said that “Lim’s chances of recovery would have been better.” The heart has to be revived within four minutes to prevent irreversible neurologic damage after cardiac arrest.

Lim was rushed to the hospital and slipped out of his comatose state. It’s been a year since he was brought home to continue receiving treatment and therapy.

Hands-only CPR Bill

House Bill No. 6204/Senate Bill 3204, authored by former Congressman Joseller “Yeng” Guiao and Senator Sonny Angara, is an act requiring basic education students to undergo age-appropriate basic life support or cardiopulmonary resuscitation (CPR) training at least once prior to graduation.

The Hands-only CPR or Bystander CPR or more popularly known as “Samboy Lim” Bill in honor of Lim, is designed for the lay (who is not a health professional) to equip him with the skill to revive a heart attack or cardiac arrest victim and apply chest compressions or hands-only CPR on the cardiac arrest victim.

The PHA doctors are hoping that soon this CPR bill will be signed by President Benigno Aquino before his term ends on June 30, 2016. If not vetoed or acted upon, the bill will lapse into law on July 17, 2016.

“The CPR will give every Juan dela Cruz (even children as young as eight years old) the confidence to resuscitate a cardiac arrest victim with the school as one of the best training ground,” said Dr. Alex Junia, PHA president.

Bring CPR to every Filipino home

For its part, the PHA has conducted the nationwide mass CPR training campaign on April 25, 2016 to bring CPR to every Filipino home – its advocacy. The campaign, conducted in 109 sites and has gathered 23,000 people who were trained in the hands-only CPR, spelled huge success.

PHA also came out with an instructional CPR video and recently distributed CPR manikins to the members of the press during the recent PHA health forum and media appreciation party.

“On behalf of PHA and the Council on CPR, we are really very thankful to all of you, especially the DOH for the dedication, and all the people involved in the promotion, awareness on the importance of basic of life support CPR in the community. To the media for the very successful nationwide campaign that we did recently: CPR-Ready Philippines mass campaign, we really want to thank you for promoting it in your own way. It only showed that the Philippines would be CPR-ready in the future,” said Dr. Francis Lavapie, chair, PHA Council on CPR.

Dr. Lavapie is hopeful that with the students trained to perform the CPR, they can in their own way especially after graduation, can use that knowledge and skill to save a life.

“We can be all life savers in the future. These children can teach their training and skill to their parents and community. And if every community is learning the CPR, including the bystander CPR, and becomes successful, we are projecting that in the future, we can promote the use of AED (or Automated External Defibrillator) even by the lay people up to the smallest community members of barangays and barrios,” remarked Dr. Lavapie.


Friends and families of Lim have organized Skywalkerun: A Run for Samboy Lim last July 17, 2016 at the Blue Bay Walk, Pasay City. Part of the proceeds from this event went to the medical funds of Mr. Avelino “Samboy” Lim.

Registration fees and categories included: 3K – PhP 500, 5K – PhP 650, and 9K (Skywalker category) – PhP 750 and these were inclusive of Samboy Lim Jersey Singlet, bib number, medal, meet and greet with basketball stars, raffle stubs, entertainment, freebies, and dri-fit Skywalker Thank You Shirt.
